The City Council then voted for trick-or-treat to be held during the day and many followed suit.
But thanks to Elizabeth Roess,it's back. By gathering signatures, 175 to be exact and an essay to the City Council,she succeeded. She argued that many weren't home during the day to give out treats and said that decorations are best appreciated at night instead.Of course few parents were feared but precautions have been taken with with more guards/policeman on patrol and a radio station passing messages.
Oh,fyi,the killers were charged with murder and sexual assault thanks to a witness who came forward four years ago. A third man pleaded guilty to murder.
